Abstract
Based upon vast historic, statistic and analytic material the author demonstrates the evolution of famous scientists' and politicians' views on bureaucracy and Civil Service. The features of Civil Service and bureaucracy in Russian Empire, Soviet Union and modern Russia are also shown. Basic stages and results of its reform of Civil Service legislation in modern Russia are considered as well. The author suggests several administrative and legislative measures to enhance public administration effectiveness, to improve the quality of Civil Servant and training and to build a more rational bureaucratic structure.
