- Abstract
- In this paper we present the investigation general connections concepts "democracy" and "modernization". Democracy actualizes herself in different political forms. There are elections are general only. Democracy can be as liberal both totalitarian. In its turn modernization is consider as process renovation social structure, based on struggle and cooperation elites. Authoritarian democracy, based on legal securing privileges, promotes uprising stalemate of elites. In this case only part technocratic improvements are becomes possible. To the contrary, elites blocks outstanding innovations, as far as this innovations are accompanied by necessary redistribution of power.
