- Abstract
- Summarize the main provisions of the State program "Creation of conditions for the effective and responsible management of regional and municipal finances, increasing the sustainability of budgets of subjects of the Russian Federation". Gives proposals on accounting of target indicators of the program of clarifying the provisions of the evaluation of the quality of the regional public financial management and refinement of the numerical values of the targeted indicators. Stresses the need to clarify the system of goal setting for regional budget reform, strengthening an integrated approach to software regional budgeting, time aggregation and granularity of the programme activities.
