Abstract
The article considers the range of issues related to the creation of a new institution in the Russian economy - the state contract system. The authors show diversity of the process of reform of the state and municipal contracts, the complexity of the statutory innovations implementation. Special attention is given to the creation of conditions and mechanisms directed to meet the task of increasing the quality of public procurement, the development of the regulatory functions of the contract system, the problem of the efficiency of public procurement.
