Аннотация

Анализируется ход бюджетной конфронтации между республиканцами и демократами в Конгрессе США в первой половине октября 2013 г., приведшей к частичному закрытию федерального правительства впервые после середины 1990-х годов. Подчёркивается, что победный для демократов исход бюджетного противостояния явился результатом тщательной подготовки администрации Б.Обамы, которая извлекла уроки из бюджетной конфронтации 2011 г., когда республиканцам удалось навязать демократам выгодный для них закон о контроле над бюджетом. Делается вывод о том, что в ходе конфронтации политической элите США так и не удалось найти решение проблемы сдерживания роста государственного долга, что потенциально чревато угрозой нового дефолта в 2014 г.
