Abstract

The course of confrontation between the Republicans and Democrats in the first half of October 2013 which led to partial governmental shutdown is analyzed. The victorious outcome of this confrontation for the B. Obama Administration is attributed to the fact that the White House learned lessons from the unsuccessful for them 2011 budget battle with Republicans. The main conclusion is that the threat of debt default for the USA was not rescinded in October 2013 but postponed to 2014.
