- Abstract
- The article considers technical-and-organizational aspects of hi-tech programs' development and implementation as well as their financing criteria. Wide variety of factors that have impact on programs efficiency was taken into account at all steps of high-tech programs' life cycles. Target policy principals are used to develop the system of financial resources allocation to the approved high-tech programs (top-priority project financing) with the reference to their goals and objectives.
