- In the article the key problems, connected with the economic activity of states for the guarantee of social demands through the market for the public procurement, are analyzed. Are given proposals on the development of the concept of the development of the system of the public procurement as the integral part of the public regulation, which facilitates an increase in the effectiveness in control of state resources on the basis of the transformation of the corresponding institutes and mechanisms in the bond "state-market".
