Abstract
The important factor, which determines the state of scientific potential and in the final analysis the result of scientific and innovation activity, is a financing. A number of the problems, connected with the considerable expansion of specific-program financing in the sphere of research and developments, is examined. The motion of the formation of the corresponding state programs is analyzed, estimation is given to the conducted reforms in financing of budgetary scientific establishments, including in the system of the state academies of sciences.
