Abstract
In the paper discussed the priorities of the state policy on the formation of the new spatial organization of the Russian Federation. In the field of regional development offers new approaches to the formation of economic regions, to the design of strategies and integrated plans (programs) of the regional, urban agglomerations and municipalities developments. Much attention is paid to the settled structure of Russia, the cluster policy, budgetary policy, the system of institutions for regional development and financing of regional development projects.
