Abstract
Today there is a paradigm shift in the development strategies of spatial development of Russia. The essence of what is happening - it is a change of approach to the development strategy of the planned approach of point distribution of production, with the subsequent formation of the settlement structure, the formation of the settlement structure in the form of agglomeration and the creation of conditions for development of competitive clusters and innovation technologies.
