Abstract
The article examines the definition of social territorial attractiveness and its connection with the development of public goods sector, determines the essence and the borders of regional public goods sector, shows institutional features of public goods production and distribution that allows to descend institutional distortions in public sector. In order to examine Russian local public goods sector the effectiveness of institutional structure by evaluation the indices of decentralization is estimated and the potential of regulating impact of the development of public goods sector parameters on social territorial attractiveness is shown.
